vol shrunk further to just 244 lots done today. Navis is having a hard time collecting stock in the open market at this price of 41.5 cents. Will it be compelled to raise its offer to, say, 45 cents?

Puzzling buy this morning at 42 cents. 200 lots transacted in 2 transactions. Why would anyone buy at 42 cents when theere is no arbitrage opportunity?
